CFTS Management Team (Core Group) is known for providing and sustaining trusted client partnerships within the Oil and Gas industry. Simply translated, the services we provide our clients are based not only on integrity, transparency, and quality of work provided, but also on the way we provide it through our Safety Management Systems (SMS) that have withstood the Scrutiny of Federal and State Regulatory Agencies as well as Federal Judges.
Accountability starts with knowing your Company’s requirements as defined by the Federal Agency(s), Industry Standard(s), and Company Best / Safe Work Practices. Once this has been defined, the Company can move forward in the development and/or integration of its Regulatory Safety Management Systems (SMS). It is important to ensure the Company walks through this entire process while also identifying “Could Affect” areas of concern that may require additional programs and processes be added to minimize the Company’s “Level of Risk”.
Determining jurisdictional boundaries, known as an Applicability Study, is the one of the most important studies a Company will complete. This study will clearly define the Company’s jurisdictional boundaries (Regulatory Requirements) and start / stop points as defined by identified regulatory agency e.g., Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA), Environmental Protection Agency (EPA) etc.
To achieve a healthy compliance program, the Company may take a crawl, walk, and run methodology. During the Crawl process, the Company may ensure programs and processes (Safety Management Systems) are consistent and standardized across the Company Initiative (Who Does What by When), Supporting Documents (Program, Plans, Specifications, and Forms), and Data Repository (File Management System that shows the regulators – we did what we said we would do and/or was directed to do as defined by an Applicability Study defined in FAQ-1). The Run process, the Company will be improving our work practices, holding ourselves accountable, measuring the results, and continuously improving the Company process The Walk process.
To determine should be a part of the Company’s Auditing Program. Identifying regulatory gap can be accomplished utilizing a couple Company programs. 1) The process includes implementing a regulatory compliance program review. This is typically competed every six (6) months. It is completed by a completed by an HSE specialist. The process will evaluate regulatory compliance elements and bullet shortcomings and deficiencies. Once identified the locations Safety / Compliance Committee will determine recommendations to management as to a path forward. 2) the Company can conduct a “Gap Analysis” utilizing the Company’s internal Audit form. By changing the name of the process from “Audit to Gap” does not hold you to the same standards as an audit and allow the Company time to correct identified recommendations as defined by the Company Risk Ranking Matrix. If accepted recommendations will be added to the Company Action Item & Tracking Resolution Program.
OSHA Outreach training program offers several training courses for Construction and General Industry. The course is designed to present all relevant OSHA standards, regulations and hazard awareness techniques (hazards associated with the process).
